Focusing on the road network in the Sapporo City\nMaster Plan from the 1950s to the 1960s before the bid for the 1972 Sapporo Winter\nOlympic Games, this study examines the urban development brought by the games. The\nstudy reveals that the designation of Sapporo as a new industrial city in 1964 triggered the\nmaster plan to promote the expansion of expressways and roads as the central hub city of\nHokkaido and that the implementation of the 1972 Olympic Games led to the realization of\nthese urban improvements from the reviews of the draft plan and official documents and\nrecords, including the minutes of the technical committee meetings of the Sapporo Olympic\nWinter Games Organizing Committee.
