| 内容記述 | オリンピック開催都市には，長期的視点の都市計画と短期間のイベントであるオリン ピックを相互に関係させた総合的視点が問われる．本研究は，1972 年冬季オリンピック札 幌大会の招致活動前1950-60 年代における札幌市都市基本計画（マスタープラン）における道 路網に着目し，開催決定後の札幌大会がもたらした都市整備について考察したものである． 札幌市都市基本計画は，1964 年新産業都市指定が契機となり，道央拠点都市・札幌として の高速道路や道路拡幅を推進させることに舵を切った後，1972 年札幌大会が決定し，その 実施がそれらを実現させる形で都市整備が進んだことを，当時の計画案と札幌オリンピック 冬季大会組織委員会専門委員会議事録等の公文書や記録の読み解きから明らかにした．具体 的には，組織委員会で実施計画立案の中心的立場にあった東京大学教授・高山英華主導によ り変更された真駒内地区一極集中配置から美香保・月寒への分散配置が道路整備に大きく貢 献し，豊平川や創成川幹線道路をはじめとした新産業都市指定による1968 年道路網を大き く推進して整備する結果となり，さらに，この競技施設の一極集中からの分散配置は，札幌 市の体育施設計画をも促進し，地域コミュニティのための体育施設整備も進める結果となっ たことを明らかにした． |

| 内容記述 | The host city of the Olympic Games is required to have a comprehensive perspective that interrelates urban planning from a long-term perspective with the Olympic Games as a short-term event. Focusing on the road network in the Sapporo City Master Plan from the 1950s to the 1960s before the bid for the 1972 Sapporo Winter Olympic Games, this study examines the urban development brought by the games. The study reveals that the designation of Sapporo as a new industrial city in 1964 triggered the master plan to promote the expansion of expressways and roads as the central hub city of Hokkaido and that the implementation of the 1972 Olympic Games led to the realization of these urban improvements from the reviews of the draft plan and official documents and records, including the minutes of the technical committee meetings of the Sapporo Olympic Winter Games Organizing Committee. In particular, the study showed that the decentralization of the sports facilities from Makomanai to Mikaho and Tsukisamu, initiated by the organizing committee under the leadership of Professor Eika Takayama of the University of Tokyo, contributed greatly to the development of the 1968 road network, including the Toyohira and Sousei River trunk roads, which had been planned for a new industrial city, and promoted the development of sports facilities for the local community. |
